Model Answer:

Half the world’s population still live in abject poverty. The global community finds it difficult to aid all people across the globe in need. Many people, therefore, argue that governments should shoulder the burden of their poor populace. I agree up to a point, but I also think it is also the onus of the international community to adopt feasible measures to help the poor.

It is irrefutable that it is the government’s responsibility to provide poor and vulnerable citizens with assistance programmes. The reason is that poverty is a violation of human rights as every citizen has the right to food, shelter, clothing, education, medical care, and social services. In particular, the poor people have the human right to a decent standard of living for the health and well-being of themselves and their families including food, treatment, housing, education, and necessary social services. And it is the core duty of a government is to ensure the human rights of the citizens. Thus, it should be the governments’ obligation to guarantee human rights to freedom from the vicious circle of poverty.

On the other hand, globalization paves the way for helping the poor beyond the national borders. In simple words, globalization makes it imperative for the international community to ensure sustainable development, thus alleviating poverty. A very good instance is Vietnamese farmers. When the European market introduced quotas for Vietnamese rice, demand for the rice increased, thereby increasing the prices of rice in Vietnam, which in turn, translated into the rise in their standard of living. It is therefore quite possible for the global community to help lift hundreds of thousands of poor people out of poverty around the world.

In conclusion, both the governments and the international community can walk hand in hand in order to eradicate poverty. Therefore, they should have continued efforts to alleviate poverty and raise the living standard of people in need everywhere.
